WHY THIS CONFERENCE IS SO CRUCIAL NOW: A LETTER FROM THE CONFERENCE DIRECTOR Since the last D&A Summit in March 2010, landmark changes have impacted offshore decommissioning in the Gulf of Mexico. A mandate issued by US Department of the Interior for the removal of ‘Idle Iron’ has triggered a short-term 25% increase in decommissioning activity, valued at US$3.5bn. The mandate will enforce the plugging and abandonment (P&A) of around 1200 wells per year and the removal of roughly 130 structures per year over the next 3-5 years. This short term spike forms part of a $30 - $40bn decommissioning market in the GoM. Over the next decade, it is estimated that between 84 and 196 structures per year will be removed and between 304 and 556 wells per year will be permanently abandoned in shallow water. This translates to an annual market value between $142 to $394 million per year for structure removals and $235 to $430 million per year for plugging and abandonment activity. And all this is off the back of a record year in 2009 for decommissioning activity levels in the Gulf of Mexico. Capital expenditures ranged between US$650 million to US$1.5 billion with 592 wells permanently abandoned and 158 structures removed.  Through a combination of the sheer volume of demand for contractor services triggered by the NTL, coupled with potential storm damage, operators are facing upward pressure on contractor prices. It is therefore crucial that operators have a water tight strategy in place to deal with their decommissioning liability. Contractors need to ensure they are positioned to corner off a share of this multi-billion dollar industry with cost effective, safe services offerings, or face being left behind by their competitors. Decommissioning offshore structures is costly, technically challenging and potentially hazardous both to the workforce and the environment. If costs are to be reduced then careful planning is required and common sense strategies must be put in place. In order to do that some of the following challenges must be faced:
